| 内容記述 | 2009年に発足したBRICSは，2010年の南アフリカの加盟以降，新興国の協力フォーラムにとどまっていたが，2024年以降，加盟国が増加しており，イランのような反米的な国のみならず，UAEやエジプトなど親米的な国，インドネシアなど世界とのバランス重視の国も加盟するようになっている。背景にあるのは，世界は米国一極集中から多極化に向かっており，成長機会を多角的に求めていることが挙げられる。さらに，2022年にロシアがウクライナ侵攻を始めて以降，同国はドル決済から排除されており，活路をBRICS 内に求めていることが，BRICS加盟国のドル離れにもつながっていると考えられる。実際に，BRICS 諸国の外貨準備は，ドルから相当程度が「金」，一部が人民元にシフトしている。日本にとっては，BRICS台頭は，世界の多極化とパラレルと捉えるべきであり，米国一極集中という認識は戒めるべきものである。他方で，BRICSの経済規模で突出する中国には，他のBRICS諸国は警戒感もあり，さらに，ロシアが国際社会に復帰するのか否かが，BRICSが反米としての存在になるのか，それとも，多極化の象徴になるのかを左右することは認識しておくべきであろう。 | |||||||||

| 内容記述 | Established in 2009, BRICS remained a cooperative forum among emerging economies after South Africa joined in 2010. However, since 2024, the group has expanded to include a wider range of members—not only anti-U.S. states such as Iran, but also pro-Western countries like the UAE and Egypt, as well as nations such as Indonesia that emphasize balanced relations with the world.This expansion reflects a broader global trend away from U.S. unipolar dominance toward multipolarity, as countries seek to diversify their economic growth opportunities.. Furthermore, since Russia’s invasion of Ukraine in 2022, its exclusion from the dollar-based settlement system has driven it to find alternatives within BRICS, accelerating the bloc’s shift away from dollar dependency. In fact, BRICS countries have reallocated a significant portion of their foreign reserves from the U.S. dollar to gold, and partly to the Chinese yuan. For Japan, the rise of BRICS should be viewed as running parallel to the ongoing global multipolarization, serving as a reminder to avoid overreliance on a U.S.-centric worldview. At the same time, the predominance of China within BRICS has generated unease among other member states. Whether Russia returns to the international community or remains isolated will determine whether BRICS evolves into an anti-U.S. alliance or becomes a symbol of genuine multipolarity. | |||||||||
